The Asia Regional Advisory Group on Aquatic Animal Health meets annually to discuss regional health issues including emerging disease threats. This report includes a review of regional disease status circa 2016, global and regional disease reporting arrangements, global issues and standards, progress in implementation of the the Regional Technical Guidelines on Health management for the Responsible Movement of Live Aquatic Animals, identification and designation of regional aquatic animal health resources and regional and international cooperation.

This report was prepared by the 12th Asia Regional Advisory Group (AG) on Aquatic Animal Health (AGM-12) that met at Maruay Garden Hotel, Bangkok, Thailand on the 11th to 13th November 2013.

The Advisory Group was established by the Governing Council of the Network of Aquaculture Centres in Asia-Pacific (NACA) to provide advice to NACA members in the Asia-Pacific region on aquatic animal health management, through the following activities: (a) evaluate disease trends and emerging threats in the region; (b) identify developments with global aquatic animal disease issues and standards of importance to the region; (c) review and evaluate the Quarterly Aquatic Animal Disease reporting programme and assess the list of diseases of regional concern; (d) provide guidance and leadership on regional strategies to improving management of aquatic animal health including those under the framework of the Asia Regional Technical Guidelines; (e) monitor and evaluate progress on Technical Guidelines implementation; (f) facilitate coordination and communication of progress on regional aquatic animal health programmes; (g) advise in identification and designation of regional aquatic animal health resources, as Regional Resource Experts (RRE), Regional Resource Centres (RRC) and Regional Reference Laboratories (RRL); and (h) identify issues of relevance to the region that require depth review and propose appropriate actions needed. Members of the Advisory Group include invited aquatic animal disease experts, World Animal Health Organization (OIE), Food and Agricultural Organization of the United Nations (FAO) and collaborating regional organizations.

AGM-8 was held on 2-4 December 2009 at NACA Secretariat in Bangkok, Thailand. The meeting attended by 10 Advisory Group and 3 co-opted members, addressed key aquatic animal health issues in Asia, including review of emerging aquatic animal diseases in the region, outcomes from the OIE General Session (May 2009) and the Aquatic Animal Health Standards Commission meeting (October 2009), World Animal Health Information System (WAHIS), FAO supported aquatic animal health activities, regional quarterly aquatic animal disease reporting system, new OIE disease list, list of diseases for 2010 QAAD reporting, implementation of the Asia Regional Technical Guidelines, functioning of the three tier regional resource base and ways to further strengthen regional and international cooperation in Asian aquatic animal health management. The AG constituted by NACA governing council in 2001, has been providing advice to Asian governments and NACA on aquatic animal health management matters in the region. The meeting attended by ten Advisory Group and two co-opted members, addressed key aquatic animal health issues in Asia, including a review of emerging aquatic animal diseases in the region, outcomes from the OIE General Session (May 2008) and the Aquatic Animal Health Standards Commission meeting (October 2008), World Animal Health Information System (WAHIS), FAO supported aquatic animal health activities globally, regional quarterly aquatic animal disease reporting system, new OIE disease list, list of diseases for 2009 QAAD reporting, EU import requirements for live aquatic animals, implementation of the Asia Regional Technical Guidelines on Health Management and the Responsible Movement of Live Aquatic Animals, functioning of the three tier regional resource base and ways to further strengthen regional and international cooperation in Asian aquatic animal health management.

The AG constituted by NACA Governing Council in 2001, has been providing advice to Asian governments and NACA on aquatic animal health management matters in the region. Members are experts from government and the private sector with representatives from FAO, the Aquatic Animal Health Standards Commission of the OIE, the OIE Regional Representation for Asia and the Pacific, SEAFDEC and NACA. The final report has been circulated to the region�s fisheries and veterinary authorities and made available for free download through the NACA website.
